Welcome and Introductions

DaSilva welcomed everyone to the Measure G Task Force meeting. Attendees introduced themselves. DaSilva noted he was not present when the task force was created but has reviewed this proposed plan and supports it.

A brief discussion followed about the history and purpose of the Measure G Task Force.

DaSilva discussed how the task force arrived at this meeting and its role in the project’s development.

Creative Arts/A Quad/Performing Arts

A high-level presentation was shared with the group.

$30 million of Measure G funds will be allocated for the new Creative Arts building and $9 million from Measure G 202 will be allocated for a utility building.  

Audience questions clarified that the $30 million is part of a larger $55 million fund. The $30 million will be used for both the programming and construction.

Plan Details

The new Creative Arts building will be built, and the Flint Center and the existing Creative Arts Quad will be torn down. A student services building is planned to be built but may be subject to future changes depending on various factors.

A utility building will also be included in the project and will serve as a micro plant to generate heating and cooling for sustainability purposes.

Senior staff and the task force is fully committed to the Creative Arts building as the first project under this plan.

Decision on Location

The decision to build the new Creative Arts building near its current location was affirmed, with the confirmation that the task force have voted to move forward with this location and plan.

Next Steps

Funding and Board Approval

The next steps include seeking approval from the Board for project funding. A request for qualifications (RFQ) will be issued for a design-build entity, which will handle design, programming and construction. This process mirrors the approach used for Foothill’s Dental Hygiene Program.

Timeline & Approval Process

The project will go through a three-step approval process. This includes 1. Development of a project charter. 2. Approval by program managers, accounting and business services (expected to take about a month). 3. A Project Amendment Revision (PAR) will be submitted to the Board with December 2024 noted as a possible target meeting for approval.

The timeline for programming and design is anticipated to take approximately one and a half years. Once approved the project will be reviewed and will need approval from the California Department of the State Architect’s office (DSA). DSA approval may take up to twelve months. Breaking ground and construction are anticipated to take approximately two years.

Programming and Future Considerations

The task force emphasized that the building would serve both students and the broader community, with smaller student-centered design at the forefront of the plan.

Senior staff and campus leadership have committed to ensuring the project meets the needs of current and future students.
